It referred to the unstable circumstance in the nation after the current month's fierce challenges were met by a severe security crackdown.
Wage transactions between the administration and the Apex Council, which speaks to 17 open part associations, separated on Wednesday.
The associations at that point met to choose a date for a strike and report it this week yet the discussions finished in chaos.
"The circumstance is unstable and energized and the move we make might be captured for issues which have nothing to do with work," Cecilia Alexander, Apex Council's administrator said
